Not particularly, but casinos make a regulations that severely limit the effectiveness of the Martingale system (not that that's what smart to start). Most of the roulette tables, the minimum bet and most you're allowed to do, and a maximum payment. These three things make the Martingale system almost impossible to exploit. It only takes a few losses before that starting the table, blowing the central principle of the Martingale system water. Whether or not a maximum payment depends on the casino, I think, because I've seen some with a maximum payment as a means of control, in Paris. If someone strikes up a stake and a common people (and yes, I've seen do), you can earn much money in a single turn so some roulette tables have a maximum payment per shift.
